What is a dumb network?

networks. They cannot route packets without specific
directions that originate at the customers'
premises. Customers must therefore use "smart"
devices to attach addresses and other networking
directions to their data packets before sending them
out over the network's dumb pipes. The
Internet-based VPN network on the left is a "dumb"
network. The majority of carriers in the marketplace
offer "dumb" solutions.

What is an intelligent network?
With intelligent networks, all of
the "smarts" that usually reside in the customer
premises equipment are instead inside the network.
This means that customers can use "dumb" devices
that merely send packets into the network. All of
the intelligence is applied when the packets reach
